American Road Safety for Everybody

American Road Safety for Everyone (ARSE) is an organization promoting road safety and is maniacally against motorcycles and bicycles. By 1998, there efforts have had bicycles banned from Liberty City (which would explain the lack of bicycles in Grand Theft Auto III and Liberty City Stories) and they have launched a new campaign to have motorbikes banned as well (which would explain the lack of bikes in GTA III. The motorbike campaign is featured in the Liberty Tree instruction booklet which comes with Liberty City Stories, and is sponsored by the car manufacturer Maibatsu, which perhaps hopes to increase sales of their new model, the Monstrosity (to be released in 2001).
